26 From a theoretical perspective, an approach that examines class as well as cultural and political factors promises to be the most useful in studying the rise of mass politics. The salience of class is undeniable since the class tensions created by the industrial revolution provoked new groups to organize. What is needed is an approach that combines class analysis with a broader examination of other forces at work, an analysis that examines both the repression of the lower classes and the loyalties that may have helped them to ally with powerholders.

To the extent that historians and social scientists have dealt with the importance of late-nineteenth-century mass politics as a whole for the twentieth century, they have focused on two interpretations. First, they have argued that the critical factor of the late nineteenth century was the struggle between liberalism and socialism. In general, where liberalism declined earlier, socialism grew more rapidly, and this had profound consequences for the interwar era. In Scandinavia and most of Central and Southern Europe, liberal parties weakened, while in France, Britain, and Switzerland, for example, they remained vigorous.
